Sviluppo e ambiente: di alcuni possibili conflitti

Abstract

L’ambiente per sua natura è un bene pubblico e la sua tutela richiede, quindi, qualche tipo d’intervento. L’uso delle risorse naturali per attività economiche, anziché a fini di protezione ambientale, ad esempio, può essere regolato a livello di comunità locale per evitare un eccessivo utilizzo da parte dei privati. Tuttavia, le scelte del governo locale possono avere a loro volta effetti esterni sulle altre comunità – ovvero in questo caso l’ambiente sarebbe anche un bene pubblico globale. Ciò rende necessario un ulteriore livello di intervento da parte del governo centrale attraverso politiche ambientali. In questo lavoro ci occupiamo di studiare i conflitti che emergono dalle scelte pubbliche di destinazione delle risorse naturali e degli altri conflitti che possono emergere a causa di diversi livelli di decisione e diverse modalità di ripartire gli oneri delle politiche ambientali.
