Instituttsektorens betydning for FoU i næringslivet: Overvurdert

Abstract

Foreliggende rapport inngår som delrapport 2 i prosjektet ”Instituttsektorens betydning for FoU i næringslivet” som STEP-gruppen og NIFU gjennomfører med finansiering fra Norges forskningsråd (FAKTA-programmet). Rapporten er i hovedsak en nærmere dokumentasjon av instituttsektorens oppdrags-finansierte FoU-virksomhet for norsk næringsliv. I tillegg er det er nærmere dokumentasjon av norsk næringslivs kjøp av FoU-tjenester fra (forskningsinstitutter i) utlandet. Rapporten gjengir også enkelte tilbudssiderelaterte hovedpunkter, knyttet til instituttsektoren som leverandør av FoU-tjenester overfor norsk næringsliv. Disse er nærmere omtalt i den første delrapporten fra prosjektet, jfr NIFU skriftserie nr 30/2001. Rapporten er i hovedsak kvantitativt orientert, knyttet til i hvilket omfang norsk næringsliv kjøper FoU-tjenester fra instituttsektoren. Mer kvalitative aspekter, eksempelvis i hvilken grad instituttsektoren blir vurdert som ”viktig” i forhold til næringslivets eget FoU-engasjement, vil bli nærmere belyst i delrapport 3. Til sammen er dette tenkt som et faktabasert beslutningsgrunnlag for en avsluttende synteserapport som i særlig grad vil fokusere på policyrelevant erfaringsmateriale og politikkanbefalinger i forhold til instituttsektorens betydning for FoU i næringslivet.
