Основы Долговременной Концепции Денежной Политики В России В Переходный Период

Abstract

В отличие от существующих изолированных подходов к управлению денежным оборотом путем осуществления локальных бюджетной, кредитной, биржевой и других политик, в данной работе характеризуется концепция единой денежной политики, основанной на достижении экономического равновесия. Каждый в отдельности финансовый инструмент - налоги, кредит, цены, рынок ценных бумаг - рассматриваются во взаимной связи, а также определяются пределы использования названных инструментов в соответствии с их экономической природой. Теоретические основы формирования денежной политики подкрепляются анализом функционирования денежных потоков и противоречий в их движении. Специальный раздел работы посвящен анализу бюджетных процессов. Рассматриваются вопросы реальности доходов бюджета и обоснованности расходной части бюджета как проблемы равновесной экономики. Особое внимание уделяется анализу соотношений бюджетной политики и политики в области банковского кредитования.
