Abstract

The purpose of the study, which continues the series of works by the authors on the theory of development in public administration, is to analyze the practice and prospects of using development as a special resource of public administration to solve economic and social problems of citizens and businesses. The relevance is due to the need to analyze and develop management mechanisms to achieve national development goals and ensure the adjustment and implementation of strategic planning documents aimed at development. The work is based on a generalization of Russian and foreign research publications, a comparative analysis of programmatic, strategic and reporting documents of Russian and foreign authorities and international organizations. Along with general scientific methods, a structural-functional approach and the author’s development research methodology were used. Comparative statistical analysis, comparative research of legal acts, and case studies were used as applied research methods. As a result of the study, a methodology for using development as a resource was developed. An assessment was made of the understanding, level and prospects for using development as a resource in the strategic planning of the Russian Federation. Based on the identified methodological problems and an assessment of the prospects for their solution, recommendations were developed for improving the methodology and technology of strategic planning and for finalizing specific documents related to clarifying the concept of development and its role in public policy, the use of a scenario approach and motivational tools in strategic planning documents.
