Problems of forming price indicators for developing regulatory solutions in the construction materials markets

Abstract

Historically, the development of the production of sheet glass, cement, bricks, construction timber and rolled metal products is associated with the needs of the construction industry, which is subject to volatility, expressed both in seasonal fluctuations and in significant dependence on economic shocks. The relevance of the study is due to the regulatory crisis in the market for certain building materials, which has created risks of disorderly emergency regulation of industries, including by irrelevant methods. The Strategy for the development of the construction industry and housing and communal services of the Russian Federation for the period until 2030 with a forecast until 2035 was approved, among the main activities of which are: 1) the creation of mechanisms for monitoring prices for construction resources, taking into account the maximum number of information sources in an automated mode; 2) creation of a specialized trading platform for concluding transactions for the acquisition of construction resources by contractors, integrated with the Federal State Information System for Pricing in Construction (FSIS CS), based on a classifier of construction resources and a software module for integrating existing trading platforms with FSIS CS to obtain price information actual purchase and sale transactions of construction resources. The purpose of the study is to identify the possibilities and limitations of regulatory regimes for construction materials markets in terms of pricing, taking into account methods for analyzing price indicators. The objectives of the study include: systematization of pricing factors for building materials; analysis of problems of collecting price information for making regulatory decisions. The research methodology includes the tools of new institutional economic theory, theories of the organization of industrial markets, comparative analysis of discrete structural alternatives, as well as econometric methods for assessing cause-and- effect relationships. The findings of the study are of an applied nature and contain recommendations for industry regulators and the Federal Antimonopoly Service of Russia regarding the collection, processing and analysis of price indicators.
