Abstract

The relevance of the study is due to the fact that due to sanctions pressure from countries unfriendly to Russia and the departure of a number of foreign IT companies from the Russian market, there is a need to stimulate the development of the Russian IT industry, which should be accompanied by an assessment of the effectiveness and efficiency of the tools and measures for such stimulation. The objective of the paper is conducting an analysis and assessment of the effectiveness and efficiency of government stimulation of the development of the information technology industry and developing proposals for the regulatory institutionalization of such assessment. The subject of this research is government stimulation of the development of the information technology industry. Research methods include analytical methods (comparative legal, structural and functional analysis, content analysis, synthesis), statistical methods, and legal and technical methods. The results of the study include an analysis of data on the legal regulation of instruments and measures of state stimulation of the development of the IT industry in the Russian Federation; methodology and an assessment of their effectiveness and efficiency carried out on its basis, as well as proposals for the normative institutionalization of the developed methodology. The research allows us to draw the following conclusions. In the Russian practice of applying government measures to stimulate the development of the IT industry, there is no systematic assessment of their effectiveness and efficiency, both at the stage of their development and at the stage of their implementation. In the absence of such an assessment, it is impossible to make informed decisions about the advisability of using such measures from the point of view of their orientation specifically towards the development of the IT industry and the IT itself, and not to support the current state or quantitative growth of this industry. The scientific novelty of the research is in the assessment of the effectiveness and efficiency of tools and measures of state stimulation of the development of the IT industry in the Russian Federation. Recommendations based on the results of the study are related to the need for normative institutionalization and implementation into the practice of public administration in the Russian Federation of assessing the effectiveness and efficiency of instruments and measures of state stimulation of the development of the IT industry in the Russian Federation based on the developed methodology, including definitions of key concepts for the development of the IT industry, stimulation of the development of the IT industry, tools and measures to stimulate the development of the IT industry , effectiveness and efficiency of stimulating the development of the IT industry, an algorithm for conducting this assessment, a system of indicators based on the signs of measures to stimulate the development of the IT industry for preliminary, current and subsequent assessment
