Abstract

Relevance: balanced development of the national economy in all forms (small, medium and large businesses) are necessary to achieve national goals1. The proposed work is aimed at exploring the development opportunities of small and medium-sized businesses (SMEs), as an area that is given close attention in policy documents. Objective: to determine the list of characteristics and their degree of influence on the decision made by the beneficiary to choose the location of the SME enterprise. Methods: a multiclass logistic regression model that formalizes the probability of an entrepreneur choosing a business location within the framework of the theory of New Economic Geography. Research results: calculations have shown high importance when making a decision to open SMEs in the regions, including such indicators as: the percentage of commercial credit, the availability of skilled labor, the quality of infrastructure, the level of depreciation of fixed assets, the state of the business climate. Main conclusions: the identified indicators decompose the main objective of the SME Development Strategy3. This makes it possible to determine more correctly the necessary measures of political influence, as well as to prioritize support measures at the level of industries when developing appropriate development programs. Research prospects: the presented results are the starting point in a series of research papers and precede a more in- depth study involving the use of graph neural networks for the analysis and modeling of the placement of SMEs in the regions.
