Abstract
The implementation of the functions of public administration as a process of managing the development of economic, social, cultural and other spheres of public life, their state regulation and control over them is entrusted to the executive state authorities and is carried out in the professional activities of full-time employees of these bodies of state civil servants, a special role among which is played by the heads of the highest group of positions, who, by the nature of the position, must organize targeted and coordinated work of subordinates to solve the tasks of public administration. It is to the activities of the heads of the public administration system that particularly high demands are placed both on the part of the political leadership of the country and on the part of its citizens. The analysis shows that the effectiveness and efficiency of the activities of civil servants, and in particular, the heads of the public administration system is determined, on the one hand, by a number of objective conditions (first of all, the development of legal norms of activity state civil servants) and objective-subjective factors (in particular, the peculiarities of the organizational culture of a particular public authority), and on the other hand, internal, subjective factors: individual psychological and personal qualities, as well as professional competence, collectively acting as internal resources of a civil servant, which, being in demand in his professional activity, turn into his personal and professional (for managers of the highest group of positions, managerial) potential. At the same time, the practice of public administration and the results of research indicate that there are contradictions between: the social need for managers of the public administration system focused on solving major socially significant tasks, and their primary focus on the conscientious performance of official duties and their own safety; the essential need for the development of individual psychological and personal qualities as the basis of the managerial potential of system managers public administration and the absence of the need for changes in most of them; the need for the formation of the need for the development of individual psychological and personal qualities among the leaders of the public administration system as the basis of managerial potential and the lack of development of a holistic concept of this process. One of the problems in the field of research of individual psychological and personal qualities of managers of the public administration system as the basis of their managerial potential is the problem of the presence or the lack of interrelation of these qualities with the biography of managers as an integral history of their lives. In this regard, it becomes relevant to study the relationship of psychobiographic features with individual psychological and personal characteristics of managers of the public administration system. The psychobiographic approach to the diagnosis and evaluation of managers of the public administration system has been used for more than 20 years as a methodological basis for research within the framework of the Yu.V. Sinyagin scientific school. During this period , it was developed the technology of personal and professional diagnostics of managerial potential and managerial readiness, based on complementary and mutually enriching resource, personality-oriented and psychobiographic methodology, and the latter in the course of diagnostics performs the functions of not only theory and strategy, but also method and procedure. However, at present, the prognostic function of personal and professional diagnostics is becoming more and more in demand, i.e. its ability to predict the trajectory of personality development as accurately as possible on the basis of the data obtained the manager, the possibilities of his career advancement and managerial success. In this regard, there is a need for a more precise definition of what facts of biography can act as factors and predictors of the development of individual psychological and personal qualities of leaders of the public administration system and increase the level of formation of their managerial potential. This research paper is devoted to the problem of identifying biographical factors and predictors of the development of managerial potential and managerial readiness. In the course of the work performed: a theoretical analysis of domestic and foreign studies of individual psychological and personal characteristics of managers of the public administration system has been carried out; the existing domestic and foreign approaches, technologies, methods and methods of studying the relationship of psychobiographic features with individual psychological and personal characteristics are generalized and classified characteristics of the leaders of the public administration system; a research model based on resource-based, personality-oriented and psychobiographic methodology is developed as complementary and mutually enriching research theories and strategies; the interrelationships of psychobiographic features with the system of value orientations of managers of the public administration system are revealed; the interrelations of psychobiographic features with the individual psychological characteristics of the heads of the public administration system are investigated; the possibilities of using the results obtained in the practice of work on the assessment and development of managers of the public administration system are analyzed. The results of this research can be used in the interests of Management The President of the Russian Federation on Civil Service and Personnel Issues, Department of Public Service of the Government of the Russian Federation; Department of Public Service Development of the Ministry of Labor of Russia; Open Government of the Russian Federation Administration of the President of the Russian Federation, personnel departments of federal and regional executive authorities for: Scientific and methodological support for the introduction of new principles of personnel policy in the state civil service; Development of requirements for the evaluation of managers of the public administration system, candidates for the positions of managers, as well as participants in the reserves of managerial personnel; Development of requirements for the structure and content of management training programs in the subjects of the Russian Federation; Development of specific mechanisms: analysis of psychobiographic factors that determine individual psychological and personal characteristics managers of the public administration system; determination of the managerial potential of managers of the public administration system based on the analysis of psychobiographic factors.
