Abstract

The main result of this research work is the creation of a personality-oriented model of working with talents in the public administration system, which today meets the modern requirements for the development of national human capital. In the course of the study, based on the analysis of empirical data of personal and professional diagnostics, hypotheses were tested that the basis of the personality-oriented model of working with talents can be based on the theory of managerial readiness and its components: leadership, managerial and expert; the core of the model is a set of key personal and professional resources and the degree of their expression, which determine the management potential and development potential of the subject of professional activity, and their combination sets the vectors for supporting his personal and professional development. This model is validated, tested and implemented in the practice of working with talents in the state civil service in regional systems of reserves of managerial personnel and regional competitions to identify highly potential employees.
