Abstract

At present, the methodology for determining the boundaries of the state guarantees in Russia is under development. Space-financial ratios for the annual planning of health care free of charge to the public, taking into account the level of the current incidence on the uptake in the medical organizations of various regions of the country have insufficient harmonization, leading to a mismatch stated government commitments and amounts of payment in the tariff regulation of compulsory health insurance (CHI). Development of mechanisms of "e-budget", the development of information systems for accounting departmental lists of public services (works) in 2015-2018. It gives new organizational and economic reasons for improving the methods of planning and payment of health care services, transferred to financial security in the CHI system.
