Abstract

The aim is to assess the adequacy of the stabilization properties federal taxes and intergovernmental transfers, allocated from the federal budget, to balance regional budgets in terms of influence on them external shocks. The financial and economic crisis has demonstrated the extreme relevance of the issues related to the impact of external shocks on subnational finances and possible tools counteract such shocks. One of the major The question becomes evaluation of instruments used, the adequacy of their stabilization properties. An equally important issue is the study and regional stabilization tools that can complement measures federal policy to balance the sub-national budgets. This, above all, about the reserve funds of subjects of the Russian Federation, the formation of which provided for in Article 81.1 of the Budget Code of the Russian Federation.
