Abstract

In the Russian Federation once again faced with the task of forming the system intergovernmental transfers that contribute to the emergence of resistant interest and incentives governments on responsible economic and fiscal policy. In this connection particular importance is study of international experience evolution of distribution methods equalization transfers. This paper discusses the theoretical Background equalization schemes subnational authorities, as well as different types of models of budget balancing. Particular attention is paid to the analysis of the alignment of incentives and disincentives transfers, as well as their administrative and organizational structure distribution with the corresponding value of the equalization fund. In the final chapter evaluates the use of international experience balancing the budget for the Russian Federation analysis of the strategy for the future.
