Abstract

But the Ministry of education refers to the bodies, most fully realized ideas of the reform. Survey of universities shows that their attitude to the reform is not unequivocally negative, though 18% of respondents have noted deterioration of their financial positions as a result of reform. In the same time 30% of respondents said that their situation has deteriorated for reasons straightly not related to the reform.
