Abstract

The institutional design of the competition authority is an important element of a successful state competition policy. At the same time, there is no doubt that "one size does not fit everyone", and the optimal choice between different structural alternatives will depend on the specific features of the economy and the institutional environment of a particular country. In the case of the multifunctionality of the antimonopoly body, specific benefits and risks appear that need to be taken into account when reforming the structure of the state apparatus. The article describes the main factors that can influence the choice of a design variant of a multi-functional antimonopoly body, and also analyzes the experience of the latest changes in the structure of the powers of the OECD antitrust authorities. Based on the analysis, several recommendations are proposed in the light of recent changes in the functions of the Federal Antimonopoly Service.
