Abstract

This review contains the analysis of approaches to strategic budget planning at the federal and regional level in the Russian Federation and the developed countries. By analyzing the legislation, international experience, as well as other sources, identified the main problems of strategic budget planning in the Russian Federation. As a result, guidelines were developed by the subjects of the Russian Federation for the formation of the budget strategy and the budget forecast for the long term. There were also developed guidelines on the formation of policy priorities at the regional level.
