Abstract

The study provides scientific basis for the transfer of functions on administration of payments that come to the state social off-budget funds, to bodies of Federal Tax Service. In this regard the study contains research of both theoretical and practical issues of collection of social payments in a section of the Russian and foreign experience. Each section of study is supplied with the analysis and the argument of the conclusions that are provided by it.
