Abstract

El trabajo efectúa en primer término una revisión de la literatura para echar luz sobre los aspectos teóricos y conceptuales del Servicio Universal en las industrias reguladas de servicios públicos. Se examina su alcance y financiamiento, la evolución histórica del concepto y ya sobre el caso específico de la industria de telecomunicaciones -donde la idea tuvo su origen-, se estudia la aplicación internacional y específica en Argentina, del concepto.
