Monetaere Bewertung der Netzzuverlaessigkeit fuer eine effiziente Qualitaetsanreizregulierung

Abstract

Ziel dieses Papers ist es, im Hinblick auf die in Deutschland geplante Einfuehrung eines Qualitaetsanreizsystems bei Elektrizitaetsnetzbetreibern, eine geeignete Methode fuer die hierfuer notwendige Bewertung der Netzzuverlaessigkeit - gleichbedeutend mit den wohlfahrtswirksamen Stromausfallkosten - zu empfehlen. Hierfuer wird zuerst die Bedeutung und Funktionsweise eines Qualitaetsanreizsystems als notwendiger Bestandteil einer Erloesobergrenzenregulierung vorgestellt und des Weiteren ein kurzer Ueberblick ueber die international angewendeten Systeme gegeben. Der Fokus der Arbeit liegt in der Gegenueberstellung und Beurteilung moeglicher Methoden zur monetaeren Bewertung der Netzzuverlaessigkeit. Nach diesem theoretischen Vergleich wird eine Aufarbeitung der internationalen Erfahrungen bzw. Anwendungen dieser Methoden erfolgen, welche durch eine hierzu durchgefuehrte Expertenbefragung ergaenzt wird.
