L’efficience de l’investissement public direct au Maroc

Abstract

Ce papier quantifie l’efficience de l’investissement public direct (de l’État et des collectivités locales) au Maroc de manière comparative avec les pays en développement. En utilisant un modèle de frontière stochastique, le stock de capital public (comme input) et des variables qui mesurent le volume, l’usage et l’accès aux infrastructures (comme output), ce papier estime des scores d’efficience de l’investissement public pour un panel de 70 pays en développement sur la période 2000-2019. Les résultats montrent d’une part, qu’il existe des marges de manœuvre pour accroître davantage l’efficience de l’investissement public, et d’autre part, que l’efficience s’améliore progressivement à mesure que le pays se développe : (i) 55% pour les pays à revenu faible, (ii) 72% pour les pays à revenu intermédiaire de la tranche inférieure, et (iii) 75%pour les pays à revenu intermédiaire de la tranche supérieure. Concernant le Maroc, l’efficience est estimée à 66%.' '
