Abstract

Dans l’économie d’aujourd’hui fondée sur le savoir, la construction de « milieux innovateurs » est au centre des politiques de reconversion et de développement des territoires. Mais l’émergence de ces milieux innovateurs s’inscrit dans la trajectoire suivie de longue date par les territoires. Ils résultent d’une alchimie entre les collectivités, les institutions de formation et de recherche et les entreprises qui favorise, en fonction des atouts du territoire, l’attractivité et l’émergence d’activités nouvelles. Dans ce document, nous étudions la trajectoire suivie par deux villes marquées par une forte spécialisation industrielle (lourde) : celle de Dunkerque (France) et celle de Gdansk (Pologne). Comment expliquer le choix récurrent de l’industrie comme mode de reconversion à Dunkerque, alors que Gdansk semble développer quelques atouts (nouvelles activités) aptes à faire émerger de nouveaux sentiers de croissance ? Nous répondons à cette question en mobilisant les apports de la théorie évolutionniste (utilisée en économie industrielle et en économie géographique) et notamment en identifiant les actifs spécifiques et secondaires (matériels et immatériels) accumulés au fil du temps. Ceux-ci fournissent une explication intéressante de la dépendance de sentier comme du renouveau économique. In the current knowledge-based economy, the development of “innovative milieus” is at the centre of territorial redeployment policies. However, the emergence of these innovative milieus stems from the trajectory that the territory has followed for a long period of time. They result from an alchemy between the local communities, the training and research institutions and the enterprises which favours, according to the assets of the territory, the attractiveness and the emergence of new activities. In this document, we study the trajectory followed by two towns characterized by a strong industrial specialization (heavy industry): Dunkerque (France) and Gdansk (Poland). How to explain the constant choice of industry as a redeployment policy in the case of Dunkerque, while Gdansk seems to develop new assets (new activities) that could result in the emergence of new growth paths? We answer this question by mobilizing the contributions of the evolutionist theory (used in industrial and geographical economics) and notably by indentifying the specific and complementary assets (material and immaterial) accumulated over the time. They give an interesting explanation of both path dependency and economic renewal.
