Abstract

El Programa Nacional de Movilización para la Alfabetización (PRONAMA) fue creado en el año 2006 con la finalidad de erradicar el analfabetismo en el Perú (mediante el subprograma de alfabetización) y corregir el efecto de regresión (a través del subprograma de continuidad educativa). A pesar de que este programa fue cerrado en 2012, todavía existe la necesidad de continuar con los subprogramas pues, al año 2011, existen 1,786,370 de personas con 15 años o más que no saben leer ni escribir. Además, solo las regiones de Callao, Lima e Ica pudieron superar la barrera del analfabetismo (el criterio internacional es un ratio menor a 4%) en 2011. La implementación del PRONAMA se caracterizó por dificultades en el retraso en el pago de los facilitadores, demora en la entrega de materiales, incompatibilidad de los horarios con el estilo de vida de los beneficiarios, débiles mecanismos de supervisión y control, y dificultades de aprendizaje en las clases con estudiantes quechuahablantes (libros redactados en español y profesores hispanohablantes).
