Abstract

Neste working paper pretendemos contribuir para um primeiro exercício de avaliação do principal programa público de apoio à inovação na última década – o Plano Tecnológico. Não se tratando de uma avaliação de impacto, a análise dos principais indicadores definidos permite averiguar se as metas inicialmente propostas foram (ou não) alcançadas, tendo por base o período 2005-2009 (período de implementação do Plano Tecnológico). A análise efetuada evidencia que grande parte das metas propostas foram ultrapassadas. In this working paper we intend to contribute to a first evaluation of the main Portuguese public program to support innovation in the last decade - the Technological Plan. Although this is not an impact assessment, the analysis of the main indicators that have been set allows to determine the fulfillment (or not) of the goals initially proposed, based on the period 2005-2009 (the Technological Plan implementation period). The performed analysis shows that most of the proposed goals were met.
