Abstract

The provision of services by Public Administrations to citizens, enterprises, and other Administrations across the whole of the European Union is essential for the implementation of its community policies. The European Parliament and the Council formally adopted on 21 April 2004 the Decision establishing the new IDABC Programme, which is a Community Programme managed by the European Commission's Directorate - General for Informatics. The program for IDABC is supporting interoperability pilots and studies into the closely related topic of open source. In this article we want to emphasize the magnitude of the phenomenon of open source software in public administration in Europe, presenting several initiatives, both from the European forums and from the member countries.
