Credit Markets in the Fisheries Sector Under the CARP: A Review of Literature and Conceptual Framework

Abstract

While the CARP under the Aquino administration is expected to bring beneficial result, it may also carry with it adverse effects. One aspect that is expected to be affected is the availability and accessibility of credit in the fisheries industry. This paper reviews the existing literature on Philippine fisheries credit markets focusing on the aquaculture sector. It identifies the critical issues and research gaps and develops a framework of analysis for examining policy issues on fisheries credit markets.
