Wsparcie energetyki odnawialnej w Niemczech jako przyklad skutecznej polityki panstwa

Abstract

Celem artykulu jest analiza procesu transformacji energetycznej w Niemczech i wsparcia energii odnawialnej jako przykladu strategicznej i skutecznej polityki panstwa. Transformacja energetyczna w Niemczech zmierzajaca m.in. do zastapienia energii konwencjonalnej energia pochodzaca ze zrodel odnawialnych i zwiekszenia efektywnosci energetycznej gospodarki to dlugofalowy projekt, ktory wymaga silnej ingerencji panstwa. Sprzyja mu w szczegolnosci wspolna, unijna polityka energetyczna, z korzystnymi ramami prawnymi i instytucjonalnymi dla rozwoju zielonych technologii. Proces transformacji energetycznej w tym kraju trwa juz od ponad dwoch dekad, a gospodarka odnosi z tego tytulu znaczne korzysci, czego dowodem jest m.in. wzrost liczby nowych miejsc pracy oraz eksportu produktow zaawansowanych technologicznie. Artykul analizuje pojecie „zielonego wzrostu” w UE, ktory stanowi zarowno determinante jak i efekt transformacji energetycznej w Niemczech. Omawia mechanizmy i instrumenty wsparcia rozwoju energetyki odnawialnej, niemieckie cele transformacji energetycznej i zrodla jej finansowania oraz najwazniejsze gospodarcze efekty.
