Territorios y gestión por resultados en la Política Social. El caso del P20 en MIDIS

Abstract

La Política Pública de Desarrollo e Inclusión Social ha sido instalada por el gobierno nacional para organizar la lucha contra la pobreza bajo un nuevo enfoque, que apoye y asegure coordinación y articulación de los organismos públicos y los privados involucrados. En esta nueva orientación, que busca trascender la mirada sectorial tradicional, la condición de exclusión se asocia a las barreras que impiden a un conjunto de ciudadanos acceder a servicios públicos y oportunidades de desarrollo (MIDIS 2013), que se encuentran disponibles para “los otros”. Ello no impide reconocer que la condición de pobreza en muchos casos, o en la mayoría, es estructural, se trasmite de padres a hijos y puede ser identificada en personas concretas de territorios específicos.
