Gibt es eine Alternative? – Zur Beschäftigung polnischer Saisonarbeitnehmer in Deutschland

Abstract

Seit Beginn der neunziger Jahre kommt der Beschäftigung osteuropäischer Saisonarbeiter eine Schlüsselrolle in der deutschen Landwirtschaft zu. Obwohl diese auf bilateralen Verträgen beruhende kurzfristige Arbeitsmigration mittlerweile Praxis ist, wurde ihre Bedeutung für Arbeitgeber und Betriebe, aber auch für die lokalen Arbeitsmärkte in Deutschland erst in Ansätzen untersucht. Vor diesem Hintergrund führte das Osteuropa-Institut München im Frühjahr 2003 eine qualitative Befragung bei landwirtschaftlichen Betrieben durch, die Saisonarbeitnehmer aus Polen beschäftigen. Ziel dieser Untersuchung war, umfassende Informationen zur Rekrutierung, Beschäftigung und erfolgsbilanz von saisonalen Arbeitsmigranten aus Osteuropa zu erheben.
