Third Way for AI Development: Introducing the Architecture of Even Distribution of Synthetic Intelligence in Society

Abstract

The rapid development of Artificial Intelligence creates both opportunities and risks. Although AI has the potential to solve many issues facing humanity, the current models of societies organization increase the spectrum and scale of threats from this direction. This text presents an alternative approach on how societies can function and develop in the emerging age of AI. The new approach is based on the concepts of even distribution of Synthetic Intelligence in society, personal computing power (PCP) inalienably assigned to each human being, and the architecture of local computing clusters belonging to citizens and operating in a common, standardized technology stack to provide unified environment for deploying AI systems. The new proposal is, in fact, the restoration and strengthening of the best-proven approach on our planet provided over millennia by biological evolution: a relatively even distribution of intelligence within the entire species. The first section of the article focuses on determining main AI threats amplified by current models of societies organization (the threat of so-called “race to the precipice” that may lead entire humanity toward a catastrophe as well as threat of concentration of power by narrow group as a result of leveraging the significant AI potential). The following sections outline the key concepts of the new model, a set of social and technological changes that should be implemented, scenarios of international propagation, and possible impact on the de-escalation of AI threats.
