Abstract

Sepertiyangkitaketahui,bahwakoperasibukanlahbadanusahayang berupakumpulanmodal.Koperasiadalahbadanusahayangunikkarenadimiliki olehbanyakindividu.Koperasimerupakankumpulandariindividu-individuyang memilikikesamaanvisi,misi,dandidasariolehjiwakerjasamauntukmencapai suatutujuantertentu.Dalamoperasinya,kebijakan-kebijakanyangdiambildalam koperasidilakukansecarademokratisdemikepentinganuntukmencapaitujuan dankeinginanbersama. Padadasarnya,pengelolaankoperasiyangprofesionaladalahdidasari oleh kemampuan pengurus atau manajemen koperasiuntuk menjalankan keputusandankebijakanyangsudahdibuatsecarademokratisdalam Rapat AnggotaKoperasidanditunjangolehpengawasanyangkontinuatasrealisasi danimplementasikebijakankebijakantersebut. Koperasisebagaisuatusistem ekonomi,mempunyaikedudukan(politik) yangcukupkuatkarenamemilikidasarkonstitusional,yaituberpegangpada Pasal33UUD1945,khususnyaAyat1yangmenyebutkanbahwaPerekonomian disusun sebagaiusaha bersama berdasaratas asas kekeluargaan.Dalam PenjelasanUUD1945itudikatakanbahwabangunusahayangpalingcocok dengan asas kekeluargaan itu adalah Koperasi.Tafsiran itu sering pula dikemukakanolehMuhammadHatta,yangseringdisebutsebagaiperumus pasaltersebut.Pada Penjelasan konstitusitersebutjuga dikatakan,bahwa sistem ekonomiIndonesiadidasarkanpadaasasDemokrasiEkonomi,dimana produksidilakukan oleh semua dan untuk semua yang wujudnya dapat ditafsirkansebagaiKoperasi.
