Abstract

We investigate the health impacts of Nigeria’s free maternal and child health program (FMCHP) using a difference-in-differences empirical framework. Results show reduced under-five mortality, with effects more pronounced in disadvantaged populations. Access to healthcare facilities enhances improvements in child mortality. Increased demand for institutional and preventive care likely drives these outcomes. The FMCHP may have prevented approximately 405,000 under-five deaths over six years. Our findings suggest that improving access to institutional healthcare during pregnancy improves maternal and child health outcomes in areas with low healthcare utilization. These conclusions are robust to various empirical checks.
