Abstract

Dalam sistem ekonomiislam, selain mempertimbangkan sasarn kebijakan, perumusan dan penentuan isntrumen moneter tentu harus mempertimbangkan strategi sesuai dengan prinsip dan aturan islam. Hal ini dapat dijelaskan sebagai berikut : • Tidak ada interest bearing assets didalam perekonomian. • Peluang long trem sama degan peluang short therm financing. • Pembagian rate offprofit ( keuntungan berdasarkan atas profit sharing ratio. • Tidakada penimbunan uang ( hoarding ) Instrumen kebijakan moneter dalam Islam dapat dikelompokkan menjadi dua kelompok besar yaitu • Kontrol Kwantitatif pada penyaluran dana • Methode yang dapat menjamin alokasi pembiayaan dapat berlangsung dengan baik pada sektor-sektor yang bermanfaat dan produktif. Sejalan dengan itu instrument moneter islam di khususkan untuk memiliki fungsi sebagai berikut : • Menjaga keseimbangan antara sector rill dengan sector keuangan dalam perekonomian • Mencegah penumpukan jumlah uang disektor keuangan secra berlebihan • Mencegah pelipat gandaan uang tanpa dilandasi kegiatan produktif disektor rill • Meningkatkan daya tahan perekonomian pada masa krisis • Menjadi channel untuk menyalurkan kelebihan dana di perekonomian • Mengoptimalkan alokasi sumber daya perekonomian
