Abstract

Kebijakan pendapatan dan pengeluaran menurut ekonomi Islam diharapkan melaksanakan fungsi alokasi, distribusi dan stabilisasi dalam suatu negara yang mempunyai ciri khas tertentu dari nilai orientasi, dimensi etik dan sosial dalam pendapatan dan pengeluaran negara Islam. Dalam Islam, walaupun polaanggaran negara hampir samadengan perekonomian konvensional, namun penggaliansumber dana didasarkan pada syariah. Rasulullah merupakan kepala negara pertama yang memperkenalkan konsep baru di bidang keuangan negara pada abad ketujuh, yakni semua hasil pengumpulan negara harus dikumpulkan terlebih dahulu kemudian dibelanjakan sesuai dengan kebutuhan negara. Status harta tersebut merupakan milik negara dan bukan milik individu. Sumber pendapatan negara dapat dikelompokkan menjadi tiga kelompok: Bersumber dari kalangan muslim(zakat, zakat fitrah, wakaf
