Abstract

Tujuan dari penelitian ini membahas serta memperdalam tentang birokrasi, demokrasi dan efisiensi, setelah ketiga variabel ini dijelaskan, menemukan hubungan yang sangat membutuhkan dukungan konseptual dan metodologi yang tepat dan pendekatan interdisipliner. Karena jika ketiga konsep tersebut dikaji secara mendalam ke dalam beberapa konsep reformasi birokrasi, maka secara konseptual dapat dipelajari untuk mendapatkan dimensi yang berbeda sesuai dengan nilai-nilai demokrasi. Sehingga benang merah dari ketiga variabel tersebut dapat dijalin menjadi struktur pemikiran baru, yaitu “paradigma birokrasi birokrasi”.
