Model for Analyzing the Compliance of Scientific Research with the Strategy of Socio-Economic Development of the Region

Abstract

Автор предложил модель комплексного анализа соответствия тем научных исследований, поддержанных за счет бюджета Краснодарского края, со стратегическими целями социально-экономического развития региона. Он подчеркнул преимущества предложенной модели: модель фиксирует 1) степень сбалансированности региональной научно-технической политики; 2) текущее состояние охвата стратегических целей научными исследованиями; 3) отдельные области значительного или незначительного охвата исследованиями стратегических целей социально-экономического развития; — а также она позволяет 4) осуществлять мониторинг развития региональной науки. Соответствие установлено путем атрибуции тем поддержанных Унитарной некоммерческой организацией «Кубанский научный фонд» исследований со сформулированными и законодательно закрепленными стратегическими целями социально-экономического развития Краснодарского края (см. The author proposed a model for a comprehensive analysis of the correspondence between the topics of scientific research supported at the expense of the budget of the Krasnodar Territory, with the strategic goals of the socio-economic development of the region. He emphasized the advantages of the proposed model: the model captures 1) the degree of balance of the regional science and technology policy; 2) the current state of coverage of strategic goals by scientific research; 3) certain areas of significant or insignificant research coverage of the strategic goals of socio-economic development; - and also it allows 4) to monitor the development of regional science. Correspondence was established by attributing research topics supported by the Unitary Non-Profit Organization "Kuban Science Foundation" with formulated and legislatively fixed strategic goals for the socio-economic development of the Krasnodar Territory (see Bakumenko, G.
