超越依賴與互賴:台灣與東協鋼鐵產業連結的政治經濟分析

Abstract

鋼鐵產業為國家建設的基本工業，為經濟發展必須重視的關鍵產業。（註一）舉凡運輸工具、機械、造船、建築、電機等無疑以鋼鐵為根基，與其他產業的關聯性極高，因此鋼鐵產業被稱為重工業之母。汽車、電子零組件、機殼、機械工具…等方面。鋼胚價格隨國際市場流動，更是所有金屬製造業的原料基礎。鋼鐵市場需求，像是汽車、建築、機械、造船四大產業相關，（註二）更與一國經濟增長緊密結合。近年來，國際鋼鐵業紛紛對鋼鐵產業的競爭策略進行戰略性調整，以兼併、聯合擴大產能、跨國產業鏈合作等方式參與全球競爭。
