Resume Ekonomi Makro Syariah "Kebijakan Pendapatan dan Kebijakan Pengeluaran Ekonomi Islam Pada Masa Rasulullah SAW dan Masa Khulafa’ Urrasyidin"

Abstract

Kebijakan pemerintah dalam mengatur setiap pendapatan dan pengeluaran negara yang digunakan untuk menjaga stabilitas ekonomi dalam rangka mendorong pertumbuhan ekonomi. Sumber penerimaan pada masa Rasulullah digolongkan menjadi tiga golongan besar, yakni dari kaum muslim, dari non muslim, dan dari sumber lain. Pada masa sahabat tindakan tindakan yang dilakukan yaitu diantaranya : Abu Bakar adalah perhatian terhadap keakuratan perhitungan zakat, pengembangan pembangunan baitul mal dan penanggungjawab baitul mal. Khalifah Umar adalah reorganisasi baitul mal, pengembangan ushr, Undang-undang perubahan pemilikan tanah (land reform), pengelompokan pendapatan negara. Masa Khalifah Ustman adalah pembangunan perairan, pembentukan organisasi kepolisian untuk menjaga keamanan perdagangan, pembangunan gedung pengadilan, guna penegakan hukum, kebijakan pembagian lahan luas. Masa Khlifah Ali adalah pendistribusian seluruh pendapatan yang ada pada baitul mal berbeda dengan Umar yang menyisihkan untuk cadangan, Pengeluaran angkatan laut dihilangkan, Adanya kebijakan pengetatan anggaran.
