Abstract

Status: Postprint Penelitian tentang strategi pengembangan sistem agribisnis peternakan sapi perah di Provinsi Bengkulu ini bertujuan untuk menetapkan wilayah kabupaten pengembangan agribisnis peternakan sapi perah di Provinsi Bengkulu dan menyusun alternatif strategi pengembangan sistem agribisnis peternakan sapi perah di kabupaten terpilih berdasarkan analisis SWOT dengan pembobotan menggunakan Proses Hirarki Analitik (AHP). Penelitian ini menggunakan jenis data primer dan sekunder. Teknik pengumpulan data primer dilakukan dengan interviview/kuesioner dengan responden pakar. Data sekunder yang meliputi jumlah populasi sapi perah kabupaten, jumlah kepala keluarga kabupaten, jumlah sapi perah provinsi dan jumlah kepala keluarga provinsi, serta data lain dikumpulkan dari instansi terkait. Teknik analisis yang digunakan meliputi analisis LQ, AHP dan SWOT. Hasil analisis LQ menunjukkan bahwa Kabupaten Rejang Lebong merupakan lokasi dengan nilai LQ tertinggi. Wilayah basis pengembangan agribisnis peternakan sapi perah di Provinsi Bengkulu adalah Kabupaten Rejang Lebong sebagai basis utama. Posisi strategi yang diperoleh adalah growth stability (stabilitas pertumbuhan) melalui strategi integrasi horizontal untuk peningkatan skala ekonomi. Alternatif strategi untuk pengembangan agribisnis peternakan sapi perah adalah Strategi S-O yaitu meningkatkan jumlah populasi sapi perah melalui joint venture atau pola mitra dengan pihak lain, memperluas pasar, meningkatkan fasilitas produksi dan teknologi, optimalisasi lahan dan meningkatkan jenis produk susu
