Abstract

En Agosto del año 2001, mediante Ley Nº 27510, se creó el esquema de subsidios al consumo residencial del servicio eléctrico FOSE (Fondo Social de Compensación Eléctrica). Este esquema establece una reducción en la tarifa de electricidad para los hogares con consumos mensuales menores a 100 KWh. Aunque actualmente el esquema beneficia a cerca del 60% de los hogares con suministro eléctrico a nivel nacional e involucra aproximadamente un monto anual de 17 millones de dólares, existe un vacío en la literatura concerniente a su evaluación. En este contexto, el documento desarrolla una evaluación inicial del mecanismo de subsidio. Mediante el empleo de información socioeconómica y de consumo a nivel de hogares se analiza tanto la focalización como la distribución del FOSE. Los resultados muestran errores de exclusión e inclusión bastante elevados, siendo estos relativamente menores en áreas rurales. Por otro lado, un porcentaje importante del monto total del subsidio se encuentra dirigido a hogares no pobres. Finalmente, mediante el empleo de criterios alternativos de elegibilidad, se logran mejoras en la focalización y distribución del mismo.
