Evaluacion de los efectos de distintos instrumentos tarifarios sobre el bienestar de los usuarios

Abstract

En este documento se desarrolla una herramienta de evaluacion de los diferentes instrumentos tarifarios que posee una empresa concesionaria de servicios de telecomunicaciones para aplicar el factor de productividad basada enteramente en criterios de bienestar. En particular se desarrollan simulaciones que pretenden dilucidar el impacto que los distintos instrumentos tarifarios poseen sobre el excedente del consumidor y por lo tanto sobre el bienestar de los usuarios. El marco conceptual que sostiene dicha evaluacion esta relacionado directamente con el analisis de la demanda por servicios de telefonia en condiciones de incertidumbre en un contexto de multiples planes tarifarios. Los resultados de las simulaciones sugieren que reducciones en la renta fija generan un mayor efecto sobre el bienestar de los usuarios que la correspondiente reduccion en el cargo de establecimiento de llamadas o que el incremento del numero de minutos libres. Esto se cumple tanto en terminos de modificaciones en los planes existentes como para la incorporacion de nuevos planes.
