Propuesta para la Construcción de Índices Comparativos en los Países Miembros de la CITEL

Abstract

En linea con los objetivos y metas que definen el Plan Estrategico de la Comision Interamericana de Telecomunicaciones (CITEL) para el periodo 2014-2018, el presente documento presenta una propuesta para la construccion de 3 indices que permitan dimensionar como los paises que conforman la Comision Interamericana de Telecomunicaciones (CITEL) se estan insertando en la era digital a traves de la adopcion del servicio de Internet. A parte de su especializacion en medir la insercion de un pais en la era digital, los indices propuestos tienen la ventaja de basarse en indicadores objetivos y no ser demandante en la recopilacion o procesamiento de la informacion necesaria para su elaboracion, lo que reduce sustancialmente los recursos necesarios para su puesta en marcha. Todo ello, le otorga importantes ventajas en comparacion a otros indices actualmente disponibles.
