Réforme des frais de scolarité et mobilité internationale

Abstract

Dans la plupart des pays disposant de données, les établissements d’enseignement publics différencient les frais de scolarité entre les étudiants nationaux et étrangers suivant la même formation. En Australie, en Autriche, au Canada, aux États-Unis et en Nouvelle-Zélande, les étudiants étrangers paient en moyenne des frais de scolarité au moins environ deux fois plus élevés que ceux demandés aux étudiants nationaux. En Australie et en Nouvelle-Zélande, le montant estimé des recettes tirées des frais de scolarité à charge des étudiants étrangers représente plus d’un quart des dépenses totales au titre des établissements d’enseignement tertiaire. De récentes réformes au Danemark, en Nouvelle-Zélande et en Suède montrent que la modification des frais de scolarité à charge des étudiants étrangers se traduit par un changement du nombre de nouveaux inscrits en mobilité internationale.
