Abstract

Le 26 décembre 2004, un tsunami a déferlé sur l’océan Indien, faisant, d’après l’examen effectué par les Nations unies six mois plus tard (juin 2005), plus de 225 000 morts. Ce raz-de-marée a suscité un effort humanitaire planétaire d’une ampleur sans précédent. Particuliers, entreprises, organisations non gouvernementales et États ont rapidement versé des milliards de dollars d’aide. Cependant, dès les prémices de la reconstruction, une conclusion s’est imposée à de nombreux observateurs : la plupart des morts, des blessés, des personnes déplacées avaient été victimes de ce cataclysme avant tout parce...
