Renforcer la participation à la gestion des dépenses publiques : Recommandations à l'intention des principaux acteurs

Abstract

• La participation de la société civile à la gestion des dépenses publiques promet d’améliorer leurs résultats sociaux et économiques tout en renforçant la confiance dans les institutions. • La gestion participative repose sur l’implication effective de trois acteurs principaux : les pouvoirs publics, la société civile et le pouvoir législatif. La gestion participative du budget ne saurait être imposée. • La bonne mise en œuvre des programmes participatifs est gênée par les fortes disparités de capacités entre les acteurs principaux. Elle devrait être introduite progressivement, en tenant compte des conditions et des structures politiques nationales. • La participation des citoyens à la politique budgétaire peut renforcer l’efficacité des stratégies nationales de développement, telles que les stratégies de lutte contre la pauvreté. • Les donateurs devraient axer leurs efforts sur le renforcement des capacités de tous les partenaires, tout en encourageant plus particulièrement l’engagement politique des pouvoirs publics.
