Cambios en las escalas de equivalencia y niveles de bienestar para el período (1996/97-2017/18) en Argentina

Abstract

La desigualdad del ingreso constituye un aspecto central en el debate sobre el diseño de las políticas destinadas a disminuir la pobreza y mitigar sus efectos. Para ello, es necesario poder comparar los niveles de bienestar de los hogares en términos de los individuos que lo componen definidos de manera homogénea. En esta tesis se propone realizar una investigación de tipo explicativo, con el objetivo de analizar y discutir posibles cambios en el bienestar de los hogares de Argentina, estimando escalas de equivalencia basadas en el consumo para el periodo 2017-2018 y comparando con las escalas calculadas para el periodo 1996-1997. En este sentido, las escalas de equivalencia son índices que convierten el ingreso nominal de hogares con diferente composición demográfica en un valor de ingreso por adulto equivalente, posibilitando su comparación y ubicación relativa en la distribución de ingresos del país. La metodología consiste en realizar estimaciones semiparamétricas de las participaciones del gasto en alimentos en el presupuesto total, obteniendo escalas de Engel, válidas bajo la hipótesis IB (independientes de un nivel de ingreso o utilidad base) (Lewbel, 1989). La fuente de los datos a utilizar en las estimaciones es la Encuesta Nacional de Gastos de los Hogares (ENGHo) de Argentina, realizada por el INDEC en el periodo 2017-2018.
