Abstract

Dans Cette Etude, Nous Examinons le Comportement de la Politique de Stabilisation du Gouvernement Federal au Niveau des Cinq Grandes Regions Canadiennes. Pour Ce Faire, Nous Utilisons la Methode du Budget Standardise et Ajuste Pour L'inflation. les Resultats Tendent a Confirmer L'hypothese Que les Politiques Destabilisatrices au Niveau Regional Proviennent Plutot D'une Gestion Mal Appropriee de la Politique au Niveau National. les Mouvements Destabilisateurs au Niveau Regional Sont En General Dus au Comportement des Recettes Federales Alors Que les Depenses, En Particulier les Transferts aux Provinces Ont a Diverses Occasions Imprime un Caractere Stabilisateur au Solde Budgetaire. le Bilan Pour la Periode 1971-81 Concernant L'impact Regional de la Politique de Stabilisation Est Comme au Niveau Macro-Economique Assez Favorable. de Plus, les Regions Qui Ont Ete Davantage Penalisees Par la Politique Budgetaire Ne Sont Pas Celle Qui Ont un Taux de Chomage Plus Eleve Que la Moyenne Nationale. les Resultats Sont Favorables au Maintien du Statu Quo En Ce Qui a Trait a L'organisation de la Politique de Stabilisation En Rapport Avec les Besoins Differenties D'intervention au Niveau Regional. Il Suffirait En Fait de Mieux Articuler le Modele de Cooperation Ponctuelle Entre le Gouvernement Federal et les Provinces Developpe au Cours des Annees 70, Pour Accroitre Lorsque Necessaire, le Caractere Regionalement Differencie de la Politique Federale.
