L'ajustement structurel dans le secteur agricole de Madagascar : insuffisance des réformes de prix et faiblesse de la compétitivité

Abstract

Since 1984, Madagascar has adopted a series of structural adjustment measures with the assistance of the World Bank and the International Monetary Fund, so as to increase performances of the agricultural sector. Structural policies have concerned the liberalization of internal and external marketing circuits, the adjustment of the real exchange rate and reforms of export taxes. It is true that the economic growth demands, beforehand, a stable macroeconomic policy to sustain a durable growth of the agricultural sector But, if the Malagasy agriculture has always functioned short of its achievable potential, despite the execution of the new policies, it is that non price reforms have been inadequately implemented. In these conditions, a best reply of incentive policies of price, adopted previously, necessitates the implementation of reforms aiming to improve institutional structures and infrastructures.
