La communauté andine à la croisée des chemins

Abstract

La Communauté Andine des Nations est un processus d’intégration qui présente des réussites indéniables, tant sur le plan institutionnel que sur le plan du développement des échanges. Malgré cela, à l’aube du 21ième siècle, elle semble plus que jamais à la croisée des chemins. L’approfondissement du processus se heurte à des difficultés internes nombreuses dans cette région en développement où la convergence des économies en crise est loin d’être acquise. En outre, l’accumulation de défis externes liés à un environnement international en pleine mutation, lui impose de choisir une stratégie d’élargissement adéquate. Deux voies sont alors possibles, celle du Nord qui passe par un rapprochement vers les Etats-Unis et celle du Sud qui passe par un rapprochement vers le Mercosur. La pérennité de ce processus d’intégration plus que trentenaire dépend alors de la réussite simultanée de ces deux types de défis au risque de lui faire perdre sa cohésion, voire son identité. The Andean community is a successful regional integration process both on institutional and commercial sides. However, at the begin of the 21 century, it seems to be at the crossroads. A lot of difficulties, regarding to its development level and to the convergence degree of its economies, prevent the Andean Community to carry on with the integration process. Moreover, the Andean countries have to choose a pertinent enlargement strategy in front of the numerous external challenges caused by a changing international environment. The future of this regional integration process is linked to its ability to manage simultaneously these internal and external challenges with a risk to loose its cohesion and its identity.
