Abstract

Este trabalho, fruto da experiência profissional adquirida ao longo dos anos foi idealizado como instrumento de reflexão/compreensão sobre a presunção de validade das licenças administrativas. O objetivo dessa pesquisa foi o de procurar esclarecer a presunção de validade das licenças administrativa quando atos vinculativos e a insegurança jurídica decorrente destes, questão essa, ainda muito discutida em nosso ordenamento jurídico.
