Horizontal Equity and the Redistributive Impact of Housing Allowance Programs in Norway and Sweden

Abstract

The redistributive impact of housing allowance programs in Sweden and Norway is examined. Findings are that policies designed to reduce vertical inequalities often introduce horizontal inequalities that weaken the redistributive impact of government transfer programs.
