Abstract

En el recurso de súplica radicado por el ministro de Hacienda ante el Consejo de Estado, por la suspensión provisional del proceso de venta de Isagén, argumenta lo importante que sería esta enajenación para "el desarrollo de la infraestructura de transporte, la generación de empleo y el bienestar colectivo". Esto supone que no hay fuentes de recursos adicionales para tan sacrificado fin, lo cual indigna la memoria, porque en diciembre de 2012, cuando se presentó la reciente reforma tributaria, el mismo Cárdenas argumentó que era neutra: "no busca ni ganar ni perder recaudo".
